As far as investigators, I know we discussed in our initial meeting that they serve subpoenas.  I know we have gone over this before because I remember that investigators per say are not covered, just the service of the subpoenas.  They have been doing this for years without reimbursement, and as I said before, we use many of our staff on these cases without reimbursement.  So if they aren’t covered or there is a problem, just mark them out.  Just send in what we ordinarily do.

I will have to email you a blank budget to start over listing employee's salaries and fringe benefits.  It's not something I can do on my end.  The Judge will have to sign again, which probably requires it to go through the commissioner's court first.

All we need from you is a detailed explanation of the investigator's duties regarding Title IV-E duties.  You gave the reason for the extra attorney, which she appeared satisfied with, now you just need an explanation regarding the two additional investigators.

Below is the response from the Federal Specialist.  Without a detailed explanation regarding the increased amount and the additional positions and their job duties, this budget is not going to be approved.

At this point, I cannot ensure this contract will be effective October 1, 2011.  But I will try my hardest on this end; however, I need a response on this immediately.

Valencia,

Ector County needs to know the importance of proper documentation with regards to Federal Funding.  Please inform the county that since these are federal funds, there may be a reduction of these funds at some time at the federal level.  Proper documentation is required for federal auditing purposes.

Since "Investigator" positions are not allowable, I need a job description to keep in our files in order to receive reimbursement for these positions.  I also need to know from the county a proper explanation as to why they increased the positions.
